Where can I find seeds of vegetables, such as ten packets for the dollar?

just very curious about what stores actual bids are offering packages of vegetable seeds .. This year I went to Dollar General that is only available in packs of 3 seeds for a dollar? when last year were 4 for a dollar ..

Wal-Mart has a frame that is like 11 or 15 cents per package, are small packages, but for a small garden can do. I can not vouch for the quality, but my daughter bought her a packet of pea flowers from them last year and grew well.
